Pakistan Approves National AI Policy 2025 to Boost GDP and Create 3.5 Million Jobs

Islamabad, August 1, 2025 — The Government of Pakistan has officially approved the National Artificial Intelligence (AI) Policy 2025, setting the stage for a transformative digital future. Cleared by the federal cabinet yesterday, the policy outlines a comprehensive roadmap to position Pakistan as a competitive player in the global AI landscape.

The ambitious policy framework targets a 7% to 12% increase in GDP by 2030 through widespread AI adoption. The domestic AI market is projected to grow to $2.7 billion by 2030, with a compound annual growth rate (CAGR) of 22.3% between 2024 and 2030.

At the heart of the policy is a goal to create 3.5 million AI-related jobs, supported by robust reskilling and upskilling initiatives. The government aims to train 200,000 individuals annually in AI and allied technologies and to develop a pool of 10,000 certified trainers by 2027. In addition, the policy offers 3,000 postgraduate scholarships and interest-free financing for 15,000 students pursuing high-tech certifications.

The policy is anchored on six key pillars:

To facilitate implementation, a network of Centres of Excellence in Artificial Intelligence (CoE-AI) will be established in Islamabad, Karachi, and Lahore, with auxiliary hubs in Peshawar, Quetta, Faisalabad, and Hyderabad. These centers will support AI research, startup incubation, curriculum development, and the training of advanced AI models using centralized, high-quality datasets.

A National AI Fund will also be launched by allocating 30% of Ignite’s R&D budget to support AI-focused research and commercialization efforts.

To ensure secure and ethical AI deployment, the policy introduces a national framework addressing cybersecurity, data privacy, human oversight, and transparency. The government also plans to incentivize the adoption of locally developed AI solutions through subsidies and tax relief for AI-integrated industries.

Further, the policy emphasizes international collaboration through bilateral partnerships, global exchange programs, and the establishment of joint AI research centers, reinforcing Pakistan’s role in the evolving global AI ecosystem.

With this landmark policy, Pakistan aims to future-proof its workforce, drive innovation, and unlock new economic opportunities through strategic AI deployment.
